Dr. Singh has carried out responsibilities as Director, Training & Placement (2003-2006), Director, Administration & Monitoring (2007-08) & Dean, College of Veterinary & Animal Sciences (2008-2019) Pantnagar.
He has published several books, manuals, bulletins, review articles & research papers.
He is member of the Governing Body and General Body of the ICAR Society; Selection-Cum-standing Committee for Emeritus Scientist Scheme of ICAR, Non-Practicing Allowance (NPA) to Veterinary Scientists of ICAR; AICE-JRF/SFT (PGS) Examination Committee and Board of Management of NDRI, Karnal (Haryana), India and various award committees of ICAR.

Dr. Anil Tomar is a well renowned veterinarian and former Joint Director of Animal Husbandry Department of Uttar Pradesh (India).
He has served for more than 30 years, solving and suggesting medicinal and behavioural measures for animals via allopathic, homeopathic and ayurvedic systems of medicine. He has also spearheaded R&D team for conducting clinical trials and development of new veterinary drugs.
